lead17.4.16Bhopal, April 17, 2016 (Muslim Saleem):  President Mr. Pranab Mukherjee has said that judiciary’s role is vital in establishment of rule of law and administering justice to people. He said that easy access to judicial system is highly important in a country where a large section of population is socio-economically backward. President Mr. Mukherjee was inaugurating the 4th Retreat of Judges of the Supreme Court at National Judicial Academy here today. The President said that role of judiciary is significant in all three pillars of democracy. It has the role in administering social, economical and political justice to people and functioning as custodian of human rights and right to freedom.

He said that people should get low-cost, easy and speedy justice. He said that Indian Constitution is a living document. Access of the poor to judiciary ensures justice for all. He said that in our developing country, jurisdiction of judiciary is very vast. The President said that court’s basic facilities have improved over the years. Under e-Court Project, information about case is being received online. He said that states’ economies should not be affected due to changes in legal system. For this, it is necessary to develop mutual understanding between judiciary and legislature. Mr. Mukherjee said that the apex court has been successfully interreting laws for good governance. This is also fulfilling aspirations of human dignity.

He said that Indian Supreme Court is famous all over the world. Supreme Court’s historic decisions based on highest standards and basic principles have not only strengthened legal and constitutional structure of the country, but has also inspired other countries for progressive jurisprudence. Mr. Mukherjee also lauded efforts of Chief Justice of India for filling vacancies in the Supreme Court and High Courts. He also praised the CJI for organizing this programme. He hoped that this programme would help judges become aware towards meeting global challenges. He said that judiciary has important role in administration of justice in democracy.

Supreme Court’s Chief Justice Mr. T.S. Thakur threw light on objectives and importance of the Retreat. He said that it is an effort to draw attention of judidiary towards new global challenges. To ensure that one sixth population of the world lead a peaceful and systemized life, it is necessary that scientific, technological and global challenges should be understood. Their impacts on strengthening of democratic institutions, fight against corruption in responsive administrative machinery, protection of human rights, importance of humane laws, national security issue, danger of global terrorism, economic development, climate change and globalization would also be understood.

Chief Minister Mr. Shivraj Singh Chouhan stressed the need to make pre-litigation system more effective so that out of court settlements can be made in minor cases. This will reduce number of pending cases. Mr. Chouhan said that priorities of disposing of cases should also be prescribed. He said that it has been his efforts to ensure that there should be no chasm between judiciary, legislature and executive in Madhya Pradesh.
