District magistrate jumps before train, killed

suicideMukesh Pandey, district magistrate of Buxar (Bihar) allegedly committed suicide by throwing himself in front of a train in Ghaziabad on Thursday night.
The government railway police (GRP) officials who started an initial investigation, identified him with the help of his identification cards and later informed the Ghaziabad district magistrate and police officers in Ghaziabad.
The GRP officers also recovered a suicide note, written in English language, from the body of the 2012 batch IAS officer and handed it over to the administrative officers.
Pandey’s head and body were found apart, raising suspicion that he had laid down on tracks before the train ran over him, GRP officials said.
“The deceased officer was wearing trouser and sandals while his t-shirt was ripped apart due to the impact of the speeding train. The incident took place under Ghaziabad GRP jurisdiction and we are awaiting more directions from the senior officers,” said Randhir Singh, circle officer (GRP), Ghaziabad.
Ghaziabad district magistrate Ministhy S who also reached the incident site said that besides a hand written suicide, a notebook was also found in his possession.
“Before his body was found on the railway tracks in Ghaziabad, he had called up a known person from Leela Palace Hotel in Delhi. The card of the hotel was also found from the incident site. This call was made to let the other person know that he was committing suicide. Later, his body was found on tracks in Ghaziabad. We have informed his family and forensic teams have reached the spot,” the DM said.
Unconfirmed sources said that the officer had discord with in-laws but the investigating teams are yet to confirm the motive.
The official district website of Buxar, Bihar says that Pandey assumed the office as district magistrate on August 4.
According to GRP sources, the incident took place barely 200 metres from the Kotgaon railway crossing which is located below the National Highway 24. The site of suicide is located on the busy Ghaziabad-Howrah railway section which has heavy movement of trains towards Aligarh, Kanpur and other places.
However, the entire sequence of events leading to his suicide is still shrouded in mystery.
“I received an SMS from the DM at 3.36am on Thursday, asking me to come and take charge. He mentioned that he had to urgently leave for Delhi as his uncle was not well. I saw the SMS at 6am and reached the circuit house, where the officer was staying after his posting to the district on August 4, at 7am. The caretaker gave me the DM’s official mobile phone and said he left at 4am for Patna, where he had a morning flight to catch,” Buxar deputy development commissioner, Mobin Ali Ansari told HT.
Ansari further said, “There was nothing unusual about him when we last met on Wednesday evening during the Prime Minister’s video conference with the cabinet secretary, chief secretaries and district magistrates of the country. The officer even tipped off his driver and personal security guard at the Patna airport. He asked them to come and receive him after two days when he would return from Delhi.”
A resident of Bihar’s Saran district, Pandey joined as the district magistrate of Buxar on August 4, 2017. He was earlier posted as deputy district collector at Katihar. His first positing was as sub-divisional officer, Balia, in Bihar’s Begusarai district.
Sources said Pandey was married in 2014 into a prominent business family, which has a car showroom in Patna. Pandey was yet to shift his wife and a two-month old daughter to Buxar. He was yet to unpack his belongings, after his transfer from Katihar.
After his matriculation and higher secondary education in Guwahati (Assam), Pandey graduated in English from Guwahati’s prestigious Cotton College. He secured 14th rank in 2012 Union Public Service Examination (UPSC), considered the toughest exam in India to qualify as civil servants.
Buxar MP Ashwini Kumar Choubey, who called on Pandey’s family to convey his condolences, described Pandey as a bright and honest officer.

– बताया जा रहा है कि मुकेश पांडेय दो दिनों की छुट्टी पर गुरुवार सुबह डीडीसी को प्रभार देकर वे वाराणसी होकर फ्लाइट से दिल्ली आए थे। होटल लीला पैलेस के कमरा नंबर 724 में ठहरे थे। शुरुआती जांच में पता चला है कि शाम में मुकेश पश्चिमी दिल्ली के एक मॉल में भी गए थे। एक दोस्त से मुलाकात करने के बाद वे निकल गए। फिर रात 9 बजे के बाद उनकी डेडबॉडी गाजियाबाद स्टेशन से एक किलोमीटर दूर कोटगांव के पास रेलवे ट्रैक से बरामद की गई। डीएम की बॉडी दो पार्ट में मिली है। शुक्रवार को पोस्टमार्टम किया जाएगा।
– बताया जा रहा है कि गुरुवार की सुबह ही मुकेश को सूचना मिली थी कि उनकी फैमिली में किसी को हार्ट अटैक आया है।
– बक्सर से पहले मुकेश बेगूसराय के बलिया अनुमंडल में एसडीएम व कटिहार में डीडीसी के पद पर सेवा दे चुके थे। 2012 में ऑल इंडिया में 14वीं रैंक लानेवाले मुकेश को साल 2015 में संयुक्त सचिव रैंक में प्रमोशन मिला था।
डेडबॉडी के पास से मिला सुसाइड नोट
– देर रात 11 बजे डीजीपी पीके ठाकुर ने डीएम के सुसाइड किए जाने की पुष्टि की। बताया कि सुसाइड नोट भी मिला है। इस बारे में गाजियाबाद पुलिस जांच कर रही है। इस बात की जानकारी नहीं मिली है कि उन्होंने ऐसा क्यों किया।
वॉट्सऐप पर किया मैसेज
– होटल की 10 वीं फ्लोर से कूद कर आत्महत्या करने जा रहा हूं। मैं जीवन से निराश हूं। सुसाइड नोट होटल लीला पैलेस के कमरा नंबर 742 में मेरे नाइक के बैग में रखा है।’ आखिरी पंक्तियों में लिखा है ‘आई एम सॉरी। आई लव यू ऑल। प्लीज फॉरगिव मी।’ (मुझे माफ करो। मैं आप सबसे प्यार करता हूं। कृपया मुझे भूल जाएं।)
